You write as if the Chinese government believes in its own propaganda. That cannot be so, because they created the propaganda in the first place.

In other words, when the government locks down Shanghai, it's not the public health they have in mind.

Can there be any doubt that government employees are indeed some of the primary targets for government propaganda?

In addition, don't forget that there are not only millions of individuals involved, but also over 1000 different entities referred to as governments - national, provincial, city-level and county-level, each with its own propaganda department:

The propaganda generated a worldwide wave of fear. Lockdowns were an essential part of the fear generation engine. They made the pandemic visible.
